Aquests exemples us serviran de guia per identificar i verificar que disposeu dels arxius correctes emesos pel vostre t\u00e8cnic o per l&#8217;Administraci\u00f3.<\/p><p>Cal tenir en compte que la tramitaci\u00f3 d&#8217;aquesta documentaci\u00f3 t\u00e8cnica i l&#8217;obtenci\u00f3 dels certificats oficials es pot demorar setmanes o mesos. Per aquest motiu, recomanem iniciar els tr\u00e0mits amb prou antelaci\u00f3, tenint el proc\u00e9s ja avan\u00e7at o completat abans que s&#8217;obri una convocat\u00f2ria. Aquest projecte ha d&#8217;estar subscrit per un t\u00e8cnic competent i ha d&#8217;incloure el projecte descriptiu, la mem\u00f2ria, el pressupost d&#8217;estudi, el plec de condicions i els pl\u00e0nols justificatius.<\/p><p>D&#8217;altra banda, quan es tracti d&#8217;obres majors o menors, com ara la instal\u00b7laci\u00f3 de salvaescales, plataformes elevadores o millores d&#8217;accessibilitat en vest\u00edbuls i zones comunes, el requeriment \u00e9s m\u00e9s senzill. En aquests casos, n&#8217;hi ha prou amb presentar un informe signat per un professional competent que inclogui pl\u00e0nols acotats i fotografies de l&#8217;actuaci\u00f3, per tal de validar t\u00e8cnicament la intervenci\u00f3 proposada.<\/p><p>Finalment, \u00e9s indispensable que tota la documentaci\u00f3 aportada justifiqui les millores en mat\u00e8ria d&#8217;accessibilitat basant-se de forma estricta en la normativa vigent. En tractar-se d\u2019un acte reglat i obligatori, el consistori aprova la seva concessi\u00f3 basant-se estrictament en la legalitat vigent i no en criteris subjectius.<\/p><p class=\"p1\">Per tant, qualsevol reforma orientada a la millora de l\u2019accessibilitat requereix, de manera obligat\u00f2ria, disposar d\u2019una llic\u00e8ncia d\u2019obra major o menor emesa per l\u2019administraci\u00f3 local. Aquest informe que acredita l&#8217;estat de l&#8217;immoble \u00e9s un requisit indispensable i varia segons la comunitat aut\u00f2noma on se situ\u00ef l&#8217;edifici.<\/p><ol><li>Informe d&#8217;Avaluaci\u00f3 de l&#8217;Edifici (IEE)<\/li><\/ol><p>\u00c0mbit d&#8217;aplicaci\u00f3: territori nacional (segons normativa local) excepte Catalunya.<\/p><p>L&#8217;Informe d&#8217;Avaluaci\u00f3 de l&#8217;Edifici (IEE, per les seves sigles en castell\u00e0) \u00e9s un document t\u00e8cnic obligatori que detalla la situaci\u00f3 real d&#8217;un immoble en tres \u00e0rees clau: el seu estat de conservaci\u00f3, les seves condicions b\u00e0siques d&#8217;accessibilitat universal i la seva efici\u00e8ncia energ\u00e8tica.<\/p><p>Aquest informe \u00e9s de car\u00e0cter obligatori per a immobles que superin els 45 o 50 anys d&#8217;antiguitat, depenent de la seva ubicaci\u00f3 geogr\u00e0fica. Ha de ser redactat per un professional competent (com ara un arquitecte, arquitecte t\u00e8cnic o enginyer d&#8217;edificaci\u00f3) i registrar-se de forma oficial davant l&#8217;administraci\u00f3 local competent.<\/p><p>Un IEE complet reuneix des de les fitxes descriptives de l&#8217;edifici i el diagn\u00f2stic de conservaci\u00f3, fins a les propostes d&#8217;actuaci\u00f3 i la corresponent an\u00e0lisi d&#8217;accessibilitat i efici\u00e8ncia energ\u00e8tica. Cal destacar que la Fundaci\u00f3 es reserva el dret de denegar les sol\u00b7licituds d&#8217;ajut si el resultat de l&#8217;IEE revela defici\u00e8ncies greus en la conservaci\u00f3, prioritzant sempre la seguretat estructural i habitacional de l&#8217;edifici.<\/p><ol start=\"2\"><li>Certificat d&#8217;Aptitud<\/li><\/ol><p>\u00c0mbit d&#8217;aplicaci\u00f3 exclusiu: Catalunya<\/p><p>En el cas de les comunitats ubicades a Catalunya, el document requerit \u00e9s el Certificat d&#8217;Aptitud, una resoluci\u00f3 administrativa oficial emesa per l&#8217;Ag\u00e8ncia de l&#8217;Habitatge de Catalunya. Aquest certificat s&#8217;obt\u00e9 despr\u00e9s de presentar l&#8217;informe t\u00e8cnic de la Inspecci\u00f3 T\u00e8cnica de l&#8217;Edifici (ITE), el qual avalua de forma normalitzada les defici\u00e8ncies de l&#8217;immoble, els seus terminis de revisi\u00f3 i les mesures de rehabilitaci\u00f3 obligat\u00f2ries.<\/p><p>Depenent de la gravetat dels danys detectats (classificats des de lleus fins a molt greus), l&#8217;Administraci\u00f3 avalua la documentaci\u00f3 i atorga a l&#8217;edifici una qualificaci\u00f3 espec\u00edfica, que pot ser: Apto (Apte), Apto con deficiencias (Apte amb defici\u00e8ncies), Apto provisional (Apte provisional), Apto cautelar (Apte cautelar) o Denegado (Denegat).<\/p><p>L&#8217;obtenci\u00f3 d&#8217;aquest certificat determina una vig\u00e8ncia m\u00e0xima i compromet legalment la propietat a complir una s\u00e8rie d&#8217;obligacions estrictes. Entre aquestes obligacions es troben la presentaci\u00f3 d&#8217;un Programa de Rehabilitaci\u00f3 supervisat en un termini m\u00e0xim d&#8217;un any, la creaci\u00f3 d&#8217;un fons de reserva espec\u00edfic, la prioritzaci\u00f3 i execuci\u00f3 per fases de les obres necess\u00e0ries, i la correcta formalitzaci\u00f3 del Llibre de l&#8217;Edifici. En funci\u00f3 de la qualificaci\u00f3 obtinguda en aquest certificat, la Fundaci\u00f3 podr\u00e0 sol\u00b7licitar justificacions addicionals sobre les reparacions i, fins i tot, denegar l&#8217;ajut si no es garanteixen les actuacions de conservaci\u00f3 exigides.<\/p><p>A continuaci\u00f3, podeu consultar diversos exemples d&#8217;aquesta documentaci\u00f3. Aix\u00ed mateix, s&#8217;inclouen models d&#8217;IEE, ITE i Certificats d&#8217;Aptitud desfavorables, juntament amb una guia sobre com cal procedir en aquests casos per esmenar les defici\u00e8ncies
