Podem caure en l&#8217;error de pensar que aquesta falta d&#8217;accessibilitat en els edificis se soluciona, per exemple, nom\u00e9s construint una rampa per a discapacitats. Res m\u00e9s lluny de la realitat. Fer un edifici accessible implica molts altres aspectes que s&#8217;han de tenir en compte amb l&#8217;objectiu de fer coherent la supressi\u00f3 de barreres arquitect\u00f2niques i millorar la qualitat de vida de totes les persones.<\/p><p>En aquest post et parlem dels principals problemes d&#8217;accessibilitat que tenen els edificis i tot sobre les lleis m\u00e9s importants que formen la normativa sobre accessibilitat en els edificis. Pren nota!<\/p><h2><strong>Problemes d&#8217;accessibilitat en els edificis<\/strong><\/h2><p>Con\u00e8ixer els principals problemes <strong>d&#8217;accessibilitat<\/strong> que existeixen en els edificis ens donar\u00e0 una visi\u00f3 global per a saber per on comen\u00e7ar.<\/p><p>Es demana que un edifici compleixi <strong>tres requisits<\/strong> m\u00ednims per a considerar que t\u00e9 un m\u00ednim de qualitat en el seu disseny i prestacions, i que facilita el correcte desenvolupament les activitats dels usuaris en ell.<\/p><h3><strong>Seguretat<\/strong><\/h3><p>T\u00e9 a veure amb la seguretat de l&#8217;estructura de l&#8217;edifici en cas que ocorri algun perill en ell. Es refereix, per exemple, a incendis o ensulsiades.<\/p><h3><strong>Habitabilitat<\/strong><\/h3><p>Aquesta caracter\u00edstica t\u00e9 en compte les q\u00fcestions relacionades amb el nivell d&#8217;higiene de l&#8217;edifici que garanteixi la salut i protecci\u00f3 del medi ambient. Tamb\u00e9 les condicions d&#8217;a\u00efllament i protecci\u00f3 enfront d&#8217;agents externs.<\/p><h3><strong>Funcionalitat<\/strong><\/h3><p>Considera les dimensions dels espais i la seva predisposici\u00f3 perqu\u00e8 siguin utilitzats per tots els usuaris que en ells resideixen.<\/p><p>Existeixen diverses solucions a tenir en compte per a <strong>convertir un immoble en un lloc m\u00e9s accessible<\/strong>. En general, els elements que impedeixen el passo a les persones amb discapacitat o mobilitat redu\u00efda, solen ser graons o desnivells. En aquest cas, existeix la possibilitat d&#8217;eliminar les barreres arquitect\u00f2niques mitjan\u00e7ant la instal\u00b7laci\u00f3 d&#8217;un ascensor o d&#8217;una cadira o plataforma salva-escales. L&#8217;elecci\u00f3 de l&#8217;una o l&#8217;altra alternativa dependr\u00e0 del pressupost disponible per la comunitat de propietaris, de l&#8217;espai disponible o de l&#8217;estructura actual de l&#8217;edifici.<\/p><p><strong>\u00a0<\/strong><\/p><h2><strong>Qui regula la normativa sobre l\u2019accessibilitat en els edificis?<\/strong><\/h2><p>A Espanya \u00e9s el Codi T\u00e8cnic de l&#8217;Edificaci\u00f3 (CTE) qui estableix les exig\u00e8ncies que els edificis han de complir per a en mat\u00e8ria d&#8217;accessibilitat, seguretat i habitabilitat establerts en la Llei 38\/1999 de 5 de novembre d&#8217;Ordenaci\u00f3 de l&#8217;Edificaci\u00f3 (LOE).<br \/><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.codigotecnico.org\/QueEsCTE\/Presentacion.html\">https:\/\/www.codigotecnico.org\/QueEsCTE\/Presentacion.html<br \/><\/a><\/span><br \/><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.boe.es\/eli\/es\/rd\/2007\/04\/20\/505\">https:\/\/www.boe.es\/eli\/es\/rd\/2007\/04\/20\/505<\/a><\/span><\/p><p>D&#8217;altra banda, segons la Llei 8\/2013 de rehabilitaci\u00f3, regeneraci\u00f3 i renovaci\u00f3 urbanes, s&#8217;obliga els edificis d&#8217;habitatges, a realitzar les reformes que fossin necess\u00e0ries per a rehabilitar l&#8217;entorn f\u00edsic on les persones majors de 70 anys i les persones discapacitades, puguin transitar sense cap obstacle.<br \/><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.boe.es\/buscar\/act.php?id=BOE-A-2013-6938\">https:\/\/www.boe.es\/buscar\/act.php?id=BOE-A-2013-6938<\/a><\/span><\/p><p>No obstant aix\u00f2, tamb\u00e9 \u00e9s necessari que les comunitats de ve\u00efns compleixin de manera obligat\u00f2ria amb el recollit sobre accessibilitat en l&#8217;Informe d&#8217;Avaluaci\u00f3 d&#8217;Edificis (IEE), que aplica a edificis amb m\u00e9s de 50 anys d&#8217;antiguitat o quan se sol\u00b7licitin ajudes p\u00fabliques per a rehabilitaci\u00f3. Et comptem tot el referent a aquest informe en aquest post.<\/p><p>En la Llei 51\/2003 es recull tot el referent a igualtat d&#8217;oportunitats, no discriminaci\u00f3 i accessibilitat universal de les persones amb discapacitat, i obliga a eliminar els obstacles que impedeixin o dificultin la seva plenitud i facilitant realitzar activitats quotidianes.
