{"id":5302,"date":"2019-03-29T09:14:36","date_gmt":"2019-03-29T08:14:36","guid":{"rendered":"http:\/\/www.fundacionmdp.org\/?post_type=present&#038;p=3368"},"modified":"2023-05-15T08:58:08","modified_gmt":"2023-05-15T08:58:08","slug":"aproven-els-habitatges-espanyols-en-accessibilitat-universal","status":"publish","type":"post","link":"https:\/\/www.fundacionmdp.org\/ca\/aproven-els-habitatges-espanyols-en-accessibilitat-universal\/","title":{"rendered":"Aproven els habitatges espanyols en accessibilitat universal?"},"content":{"rendered":"<h3>Article publicat per la revista CIC, \u201cArquitectura y Sostenibilidad\u201d<\/h3>\n<p>Tot i que al desembre de 2017 va finalitzar el termini perqu\u00e8 les comunitats de propietaris complissin amb els requisits d\u2019accessibilitat universal recollits en el RDL de 2015 que exigeix el compliment \u00edntegre de la Llei General de Drets de les Persones amb Discapacitat i de la seva inclusi\u00f3 social, <strong>nom\u00e9s un 0,6% dels 9,8 milions <\/strong>d\u2019edificis d\u2019habitatges compleixen els criteris d\u2019accessibilitat universal per a les persones amb mobilitat redu\u00efda o discapacitat.<\/p>\n<p>Aquest estudi, elaborat per la <strong>Fundaci\u00f3 Mutua de Propietaris <\/strong>en col\u00b7laboraci\u00f3 amb <strong>la C\u00e0tedra UNESCO d\u2019Habitatge de la Universitat Rovira i Virgili de Tarragona<\/strong>, evidencia importants car\u00e8ncies que impedeixen assolir una societat m\u00e9s igualit\u00e0ria i justa pel que fa a l\u2019acc\u00e9s f\u00edsic. Per\u00f2\u2026 Quins factors s\u00f3n els causants de que el nombre d\u2019habitatges totalment accessibles sigui tan esc\u00e0s?<\/p>\n<p>El factor principal \u00e9s que <strong>el 70% de les persones no coneixen els seus drets ni la normativa actual<\/strong>, en concret l\u2019article 10.1 de la Llei de Propietat Horitzontal que permet als propietaris m\u00e9s grans de 70 anys o amb discapacitat for\u00e7ar adaptacions d\u2019accessibilitat universal sense el consentiment de la comunitat de propietaris sempre que no superin les dotze mensualitats de despeses ordin\u00e0ries.<\/p>\n<p>Un altre factor \u00e9s la <strong>realitzaci\u00f3 d\u2019obres d\u2019elevat import, <\/strong>ja que si la millora en accessibilitat suposa un import m\u00e9s gran a las dotze mensualitats, el ve\u00ed o els ve\u00efns que necessiten la millora hauran d\u2019aportar la difer\u00e8ncia. La <strong>morositat a les comunitats de propietaris, <\/strong>fruit dels anys de crisis, \u00e9s tamb\u00e9 un factor que tamb\u00e9 ha influ\u00eft<strong>.<\/strong><\/p>\n<p>Per \u00faltim, que Espanya t\u00e9 un parc d\u2019edificis molt envellit. Disposa d\u2019<strong>un 55% d\u2019edificis anterior al 1980 <\/strong>i al voltant del <strong>21% t\u00e9 m\u00e9s de 50 anys<\/strong>. A m\u00e9s, els espanyols preferim canviar el nostre habitatge per un de m\u00e9s nou abans que rehabilitar-lo comportant que siguem un dels pa\u00efsos que t\u00e9 un dels percentatges de rehabilitaci\u00f3 m\u00e9s baixos d\u2019Europa.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"size-medium wp-image-6940 alignleft\" src=\"http:\/\/prezuk.com.mialias.net\/fundacionmdp\/wp-content\/uploads\/2019\/03\/Viviendas-accesibilidad-universal-portada-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.fundacionmdp.org\/wp-content\/uploads\/2019\/03\/Viviendas-accesibilidad-universal-portada-300x200.jpg 300w, https:\/\/www.fundacionmdp.org\/wp-content\/uploads\/2019\/03\/Viviendas-accesibilidad-universal-portada.jpg 720w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>I per aix\u00f2 preguntem: <strong>En qu\u00e8 consisteix un edifici d\u2019habitatges universalment accessible?<\/strong><\/p>\n<p>Perqu\u00e8 un edifici d\u2019habitatges compleixi amb els requisits d\u2019accessibilitat universal ha de ser accessible en tot l\u2019itinerari del carrer a la porta de casa. En primera inst\u00e0ncia, del carrer al portal, \u00e9s a dir, lliure d\u2019escales i habilitat amb rampes. Els edificis hauran de disposar de porter autom\u00e0tic que sigui accessible per a una persona en cadira de rodes i que porti incorporada la funci\u00f3 de v\u00eddeo porter. Basat en l\u2019eliminaci\u00f3 de barreres arquitect\u00f2niques, amb la voluntat de garantir el dret a la vida independent de totes aquelles persones amb mobilitat redu\u00efda o discapacitat apareix el programa <strong>\u201cSense Barreres\u201d<\/strong>.
